Proof set vs mint set: two different boxes from the Mint
A proof set is specially struck collector coinage with mirror fields. A mint set (uncirculated set) is regular business-strike coins packaged by the Mint. 1965–1967 used Special Mint Sets instead of proofs. Most modern clad sets are not a windfall.

A mint set (uncirculated set) is regular business-strike coins — the same kind that could have gone to a bank — packaged by the Mint, usually one from Philadelphia and one from Denver.

How to tell them apart in a drawer
Proof: hard plastic case, often a black insert, mirror coins, often an S mint mark after 1968. Mint set: pliofilm packets or a decorated envelope, satin (not mirror) coins, P and D. 1965, 1966, and 1967 have Special Mint Sets (SMS) instead of proofs — a third look, in between.
Silver: 1964 proof and mint sets are 90% in the dime, quarter, and half. Later silver proof sets (1992 on, and the silver-quarter programs) are a different product from a 1986 clad mint set.
What a shop pays
Most 1970s–1990s clad proof sets and mint sets are cheap. Face of the coins plus a little for the packaging, sometimes less than what the original buyer paid the Mint. 1964 silver sets: silver plus a set premium. Early 1950s proof sets can be stronger. A broken set (coins dumped out) is just the coins.
Do not assume “US Mint box” means an investment. Old is not rare.
Extra history
The Mint sold proof sets to the public in 1936–1942, then 1950 on. Mint sets as a regular product really take off in the late 1940s–50s. 1965–67 SMS existed because they stopped proofs during the clad changeover. Why 1965 changed pocket change.
